    Windmill Farms Association, Inc. is pleased to announce a Special Meeting of the Members has been scheduled for Thursday, February 24, 2022, at 6:30 p.m. Special meetings are open session and business transacted at this meeting shall be restricted to those topics stated on the agenda. The purpose of this meeting is to address normal association business and announce the final vote tallies regarding the amendment and reinstatement of the Association’s Bylaws. To comply with Texas State Property Code 209.0056, this notice is postmarked at least ten (10) days in advance of the scheduled meeting date.

    One of the agenda topics for the upcoming Special Meeting is the Amendment and Reinstatement of the Association’s Bylaws. Under the guidance of the Association’s legal counsel amendment to the Bylaws has been recommended for numerous reasons. The foremost reason being the original Bylaws contain antiquated language that must be updated to meet today’s Property Codes and Texas Business Organizations Code requirements. This includes revisions or additions to language directly affected by the House and Senate Bills passed in September 2021 affecting all property owners’ associations across Texas. Enclosed with this notice you will find the draft agenda, ballot, and a proxy; the ballot includes a summary of each Article or Section of the Bylaws subject to amendment and any resulting impact said amendment will have, if any.

    Please note, if you vote online, your vote will count toward the required quorum for holding a special meeting. Please do not return or assign your proxy if you vote online. However, if you believe that you will be unable to attend the meeting or cast your vote online, please complete and return the enclosed proxy today. You may assign your proxy to a neighbor of your choice or to a member of the Board.

    Outlined for you below are at least four (4) ways Members can vote, including casting your vote online and/or return your proxy if you are unable to attend. Online balloting will begin on Friday, January 14, 2022 at 12:00am from the Association’s Website at www.windmillfarmshoa.com and voting will close on Tuesday, February 22, 2022 at 5:30 pm. Please be advised, no online voting or ballots submitted after the deadline date may be accepted.

    Ways you can vote:

      1. You may cast your vote electronically online from your Association’s website. (You will not be able to access the balloting/voting platform until the online balloting begins).
      2. E-mail your Ballot or Proxy to ashlyn@essexhoa.com or to proxies@essexhoa.com.
      3. Fax your Ballot or Proxy to: (469) 342-8205 ATTN: Ashlyn Nader.
      4. Submit your Ballot or Proxy through U. S. Mail to the address located in the footer, ATTN: Ashlyn Nader. (Please be sure you mail your ballot or proxy with plenty of time for the mail to reach us).

    We look forward to you joining us on Thursday, February 24, 2022, at 6:30 p.m. All documentation enclosed will be posted to the Association’s website and available for viewing, downloading or print. Only the Owner of record or the proxy holder may vote and only one (1) vote per lot is allowed. It is very important that all documents are returned to the managing agent by or before the deadline mentioned above. Results of the vote will be announced during the Special Meeting of the Members.
